basically i want to get a room for a birthday sleepver for my 14th.
about 14 friends i need to invite. can a ';3 person double suite'; hold this many people? is it legal?

I don't think so, no. Even if all the beds can sleep two, there's no way!
You'd be better off getting a small holiday cottage or an apartment.
also, I'm not sure many hotels would let 14 14year olds loose in a room. They tend to assume there'll be trouble.
Also, how will you pay? You need to leave a credit card open at most hotels, to cover any damage or anything you take from the minibar. That's another issue - they aren't legally allowed to let yu have a minibar.
